About the Office of Civil Rights & Community Support

The Office of Civil Rights & Community Support (CRCS) is here to help. We work with students, faculty, and staff to foster a campus where everyone can learn, work, and thrive free from discrimination, harassment, and sexual misconduct.

We understand that reaching out to our office can feel intimidating—maybe you’re not sure if what you experienced “counts,” or you’re worried about what happens next. That’s okay. You don’t need to have everything figured out before you contact us. We’re here to listen, answer questions, talk through your options, and connect you with resources and support—whether or not you decide to move forward with a formal process.

Meet Our Team

Amy Condon

Director of Civil Rights Compliance & Title IX Coordinator

Amy leads CRCS, bringing a thoughtful, trauma-informed approach to every concern and conversation. Amy brings over 20 years of experience in civil rights, employment law, and institutional investigations to their role as director of civil rights compliance and Title IX coordinator. Prior to joining Smith, Amy served as a deputy Title IX coordinator and Office of Equal Opportunity investigator at Brandeis University and Emerson College, handling discrimination, harassment, and sexual misconduct matters.

Prior to moving to higher education, Amy worked in private practice handling internal investigations and employment discrimination matters, served as the general counsel to a large municipal police department, and as a litigator for a municipality focused on civil rights, employment, and negligence litigation.

Amy has a bachelor’s degree in psychology from Boston College, and a J.D. from Roger Williams University School of Law.

Justin MacDowell

Deputy Title IX Coordinator & Civil Rights Investigator

Justin supports students, faculty, and staff navigating reporting and resolution options. As civil rights investigator, he conducts fair, impartial, and thorough investigations. Justin joined CRCS in 2025. Prior to Smith, he served as Title IX investigator at Tufts University, director of Title IX and equal opportunity at the Massachusetts College of Liberal Arts, and as an investigator at the Massachusetts Commission Against Discrimination. He earned a bachelor of arts from University College Utrecht and a master of laws in international and European law from Tilburg University, both in the Netherlands.

What We Do

The Office of Civil Rights & Community Support (CRCS) responds to reports of discrimination, harassment, and sexual misconduct involving students, faculty, staff, and third parties. We’re here to make sure everyone in our community has equal opportunity to participate in Smith's programs and activities.

When someone reaches out to us—whether they’ve experienced something themselves or witnessed something concerning—we start with a conversation. We explain the options available, connect people with resources and support, and answer questions. From there, depending on what the person wants and what the situation calls for, we might offer supportive measures (like academic accommodations, housing changes, or no-contact letters), facilitate an informal resolution, or conduct a formal investigation.

We also work proactively to prevent discrimination and harassment from happening in the first place. That means training for students, faculty, and staff; reviewing policies to make sure they’re clear and current; and consulting with departments across campus on how to handle tricky situations before they escalate.
