Updates to Smith COVID-19 Response Plan Site

With the announcement of the Spring 2021 plan, we previously added a new section to the COVID-19 Response Plan site called Spring 2021. We have now incorporated that content into this main site. New information includes a description of Operating Modes, updates to the Frequently Asked Questions, and a redesigned To The Community section.
