Background Information
Look
for specialized encyclopedias in the libraries' reference room. Ask reference
staff for help.
For
example: Encyclopedia of Homelessness, ref HV 4493
E53 2004
has entries on "Legislation, Programs, and Policies, U.S. Federal,"
"Issues on Serving the Homeless," as well as documentary history
of legislation.
Use
reference lists and bibliographies from background articles to start your
list of materials.
