Donald C. Baumer, Professor of Government, has been a member of the faculty of Smith College since 1977. His early work focused on employment and training policy, culminating in a book (co-authored with Carl E. Van Horn) entitled The Politics of Unemployment. This was followed by a book covering the field of public policy (co-authored with Carl E. Van Horn and William T. Gormley, Jr) entitled Politics and Public Policy. The fourth edition of Politics and Public Policy will be published in 2013. Other research and publication projects have covered Senate leadership and public images of the political parties. His most recent book, Parties, Polarization and Democracy in the United States, co-authored with Howard Gold, is now available in paperback.

Baumer's teaching interests and course offerings include an introductory course in American Government, various courses in Public Policy, Congress, and most recently a seminar on environmental policy in the United States.
