Donald C. Baumer, Professor of Government, has been a member of the faculty of Smith College since 1977. His early work focused on employment and training policy, culminating in a book (co-authored with Carl E. Van Horn) entitled The Politics of Unemployment. This was followed by a book covering the field of public policy (co-authored with Carl E. Van Horn and William T. Gormley, Jr) entitled Politics and Public Policy. The third edition of Politics and Public Policy was published in 2001. Other research and publication projects have covered Senate leadership and public images of the political parties.

Baumer's teaching interests and course offerings include an introductory course in American Government, various courses in Public Policy, Congress, and most recently a seminar on environmental policy in the United States. He also directs Smith's Washington Internship Program.
