Why did Smith College eliminate paper bills?


Paperless bills save valuable resources and reduce administrative costs. Students, and any authorized users designated by a student, such as parents, guardians, or sponsors, will be able to review student account activity, view billing statements and make secured payments electronically through the TouchNet website 24 hours a day, 7 days a week.


What if I need a paper bill or access to a prior bill?

You can view or print your current bill at any time from the TouchNet website and distribute the printed copy as you wish. You can also view prior bills at any time.


How does a student log in and view the bill?

You will receive an email to your Smith Mail account with a link to BannerWeb.

  1. At User login, enter your User ID and PIN.
  2. Click on Student.
  3. Click on Pay my Bill & View e-Bill.
  4. Click on Continue to connect to the Smith TouchNet Payment Gateway.
  5. Click on eBills in menu bar.
  6. Select the statement you would like to view from the drop down menu and click Go.

Also, you can go directly to the TouchNet login form and log in with your Smith ID and PIN.

How do students add parents and/or others as authorized users?

  1. At BannerWeb User login, enter your Smith ID and PIN.
  2. Click on Student.
  3. Click on Pay my Bill & View e-Bill.
  4. Click on Continue to connect to the Smith TouchNet Payment Gateway.
  5. Under My Account on the menu tab, click on Authorized Users.
  6. Click on Add Authorized User.
  7. Type in the e-mail address of the authorized user and answer two security questions.
  8. Click Continue.
  9. Read the Agreement to Add Authorized User. If you agree, check the box and click Continue.

Your authorized user will receive two separate emails, one with his/her Username and one with a temporary password.

How are parents and/or others able to view the bill?

Anyone authorized by the student will automatically receive an email when the bill is ready for viewing.

The email will contain a link to the TouchNet login form.

When a student adds you as an authorized user, you will receive two emails. The first will include your User name (email address). The second will contain a temporary password for you to use when you log in the first time.


In the Authorized Users box:

  1. Enter your email address.
  2. Enter your password.
  3. Select your student.
  4. Select eBills on the menu bar.
  5. Select the statement you would like to view from the drop down menu and click Go.

My parent stopped receiving emails regarding the bill, what should I do?

Make sure the email address is correct in the TouchNet system. You, the student, are responsible for maintaining an up-to-date email address for any user you have authorized.


How do students remove an authorized user that has been set up?

Students can remove an authorized user by choosing Delete for the authorized user.


When does Smith College bill? When is payment due?

Smith College bills on the 15th of each month or the next available business day if the 15th falls on a weekend or holiday. Payment is due in full each month on the 10th of the next month. Comprehensive Fees and health insurance are charged in July and December with payment due in full on the 10th of August and January, respectively.


Does Smith College have different payment due dates for those who live outside of the United States, Canada or Mexico?

No. In the past, it could take upwards of 2-4 weeks for a bill (that was mailed) to arrive at an international address. With E-bill, all students receive notice of the bill instantaneously and so all students have the same due dates listed above.


What does the bill show?

The July and December bills will include semester charges for the comprehensive fee: tuition, room and board (if applicable), and the student activity fee.

Also, one-half of the annual health insurance fee is billed to each student for the fall semester in July. If the health insurance is waived appropriately during the formal waiver process, the Fall semester charge will be reversed and you will not be billed the second half of the charge in the Spring. A student entering or returning for the the Spring semester only will be charged for the Spring only health insurance in December and will go through the waiver process at that time.

All bills will show a carry-forward balance (if applicable), any changes to the comprehensive fee or financial aid, as well as any miscellaneous fees incurred or payments made since the last bill date.

Bills will also show any expected financial aid, including outside scholarships, that have not yet paid to the student account. If a student has signed up for automatic payroll deduction from her federal work study earnings, the portion yet to be earned will also show as a pending credit.


Why doesn’t the balance on the bill match the current balance?

The bill balance is based on one point in time – approximately the 15th of the month. The current balance includes any charges incurred or credits paid since the bill was generated.


Will I receive a revised bill if a change in comprehensive fee or my financial aid occurs?

No. Bills are generated once a month on or about the 15th of each month. A revised financial aid award letter will be sent if a change in financial aid occurs. With TouchNet, students and their authorized users will be able to access the most recent bill as well as any activity on the student account that has occurred to date.


How do students or authorized users pay the bill?

Students and authorized users can pay the bill using an electronic check (ACH) from a checking or savings account in the United States.  There is a $20 fee for a returned check due to insufficient funds and a $5 fee for payment reversal if an incorrect account number is provided.

Payments can also be made by mailing a check.

If mailing in payment:
Click on the Remittance button to print the remittance. Cut where indicated to return only the proper portion of the remittance along with your check to the appropriate address indicated.

How do users save a payment method, eg: banking information, so that it doesn’t have to be retyped each month?

After selecting a payment amount when making a payment, a student or user can:

  1. Click on New Electronic Check from the drop down box.
  2. Click Select.
  3. Under Account Information to the right, select the account type, enter the bank routing number, enter the checking or savings account number, confirm the account number and enter the name on the account.
  4. Under Option to Save, click the box Save this payment method for future use.
  5. Enter a name you will recognize for this payment method and click continue.

When will late fees be applied?

Payment in full for the bill statement amount must be received by the due date shown on that bill to avoid a late fee assessment.  Bills are generated as close as possible to the 15th of each month with payment due in full on the 10th of the next month. Late fees of 1.25% per month will be assessed on past due balances (balance forward) before each monthly bill is generated.

Financial aid and certified loans that have not yet disbursed will show as pending aid until Nov 6th for fall semester and until April 6th for spring semester. In those months, late fees will only be charged on balances due after pending aid is applied. Once pending aid is no longer considered, late fees may apply.


How do pending credits affect my balance due?

Prior to Nov 6th in the fall and April 6th in the spring, pending credits will reduce your balance due. Pending credits are protected from late fee assessment. Once pending credits expire, late fees may apply.

Why hasn’t my pending aid disbursed?

If pending aid has not disbursed, either or both of the following may be required:

  • Time: if all other requirements have been met, some aid can only be disbursed a certain number of days before the beginning of each semester
  • Documentation. Aid cannot be disbursed until all documentation is received and verification is complete. For example, loans must be approved by the lender and entrance counseling and master promissory notes completed before a loan can be certified and disbursed.

Please note that a work study award will never appear as pending aid since students are paid directly for any hours they actually work.  However, a student can fill out an automatic payroll deduction form to authorize a portion or all of her actual earnings be applied to her student account. The amount authorized per semester will then show as a pending credit on her account.

What happens if I don’t receive notification of the bill?

Our monthly bill and due dates are published. You are expected to monitor your BannerWeb account for new statements regardless of whether an email is received. Payment in full is expected by the due date to avoid late charges.

You, the student, are responsible for ensuring your email mailboxes are not over quota and that spam filters are not excluding emails from either eBill@smith.edu or sfs@smith.edu.
