This fellowship is for minorities who've just completed the sophomore year, plan to study abroad, meet the academic and financial requirements, and are interested in public policy and international affairs. It offers two summer institutes in public policy (one at Clark-Atlanta and one at University of Maryland); funding for half of the junior study abroad costs; internship after graduation; and full tuition and stipend for a master's degree in international affairs at one of the APSIA schools (association of professional schools of international affairs), which include Princeton, Harvard, Columbia, Georgetown, Yale, Johns Hopkins, U of Denver, U of Berkeley, among others. I am not sure if this program is still around but it is administered by the United Negro College Fund in partnership with the Woodrow Wilson National Fellowship Foundation.
